Our Experience Bayside State Prison Perimeter Security Upgrade Project, Leesburg, N.J. Conti won a contract with the New Jersey Office of Design and Construction to provide all technical services and civil construction to upgrade the entire perimeter security system at Bayside State Prison. The prison is a medium security facility operated by the N.J. Department of Corrections and houses over 3,000 inmates. There were two facets of the contract: construction and technology upgrades. We built a totally new perimeter fence eight feet high on the inside and 12 feet high on the outside, complemented with anti-tunneling features and 17 coils of razor wire within the dog run isolating the outer fence. At the end of each shift, every day, our crew had to leave a fully secure perimeter behind. Technology upgrades included a new electronic geophone seismic detection system on the inner fence, along with microwave units at the sally ports. In the event of an escape attempt, the seismic activity from the climbing triggers a silent alarm. A computer database records all alarm events, along with a full touch screen perimeter mockup, for easy operation from a center command and control room. When our initial contract was completed, we won an additional technology upgrade contract to design and install a complete perimeter closed circuit television (CCTV) and computer-based gate control system. Central Reception Facility (C.R.A.F.) Perimeter Security Upgrades Facility, Ewing, N.J. The C.R.A.F. facility is a maximum-security prison, housing about 1,000 inmates, and operated by the New Jersey Department of Corrections. All inmates entering or leaving any Department of Corrections prison are processed through the C.R.A.F. facility. The Conti team developed a project approach and performance to enable the facility to maintain continuous operations during all phases of construction. We installed a total perimeter security system, with 5,800 linear feet of security fence with barbed tape, a perimeter security electronics system, site lighting, personnel and vehicle gates, plus civil construction. Conti provided the following technological solutions to ensure that the perimeter was not able to be breached.
FAA Air Marshall Aircraft Familiarization Training Facility, William J. Hughes Tech Center at the Atlantic City International Airport, Pomona, N.J. Conti, as an integrated security solutions provider, won the design-build contract for the Federal Air Marshal (FAM) Aircraft Familiarization Training Facility. Because time was of the essence in this fast-track project, we worked closely with the FAA and the Air Marshals to bring the new facility online in accordance with a demanding schedule. We won this nationally critical project on both the technical merits of its proposal and our proven ability to accelerate the completion of the job in three months. The Air Marshal Training Facility is housed in a pre-engineered building similar to a hangar, approximately 30,000 square feet in area. Card reader access controls limit ingress to key portions of facility. The interior is partially classrooms, with the remainder dedicated to close-quarter combat training rooms and various support spaces needed to meet FAA security program requirements. Click here for more information on this project. Goldman Sachs Building, Jersey City, N.J. To secure the Goldman Sachs Building, a 42-story office tower situated along the Hudson Waterfront in Jersey City directly across Lower Manhattan, Conti installed 24 retractable hydraulic bollards and associated site upgrades. We handled the site work contract portion of the project including perimeter security protection device improvements, hardscape and landscaping improvements to the existing infrastructure surrounding the tower. We concentrated on perimeter security, which involved the installation of six security planters and 63 fixed, 4 removable and 24 hydraulic bollards. The security planters were poured in-place concrete with San Fernando granite veneer. Landscaping plantings were added to the planters to aesthetically mask their true purpose. The 24 hydraulic and four removable bollards provide an active security perimeter. Both the hydraulic and removable bollards allow site access for authorized vehicles only. Click here for more information on this project. Port Authority of New York & New Jersey-Newark International Airport, Newark, N.J. Conti developed a project to secure several key facilities at Newark Liberty International Airport, including Long Term Lot E, Valet Lot E, and Parking Lot G-2. We installed new guard booths at multiple airside/landside gates as part of this $10 million project, along with a new fiber-optic network for security and revenue control around entire airside perimeter. Newark Liberty International Airport Security, Newark, N.J. On the afternoon following the September 11 terrorist attacks, Newark International (now Newark Liberty) Airport was still closed down. The Port Authority of New York and New Jersey urgently requested that Conti retain a few crews on site to help secure the airport. That evening and over the next few days, our crews placed pre-cast concrete barrier curbs to block off areas such as the control tower, the fuel tank farm, and entrance gates that were left unmanned by security guards. Barrier curbs were also placed to block off any parking within 300 feet of all terminals, as mandated by the Federal Aviation Administration (FAA). Over the next month, the Port Authority widened our mandate to include the placing of pre-cast barrier curbs around key areas at Teterboro Airport, a few miles north of Newark Liberty, and the entire Port Authority Bus Terminal in New York City. Transportation Surveillance & Control System When the New Jersey Department of Transportation (NJDOT) was developing its "Smart Highway" project along the heavily traveled Route 1, Interstate 95 and Interstate 295 highways in central New Jersey, they asked the Conti team to handle the $28 million dollar job. Our work included a 70-mile underground conduit and fiber optic cable system, 12 closed circuit television (CCTV) cameras, and a highway advisory radio (HAR) system, consisting of two transmitter towers and eight advisory signals. In addition, we installed six overhead sign structures with variable message signs (VMS), and 54 ADIEM II crash cushions. To house communications equipment, three HUB buildings were constructed, and 30 highway intersections were upgraded with new traffic signals, controllers, and loop detectors, along with the design, development and integration of computer software to enable the NJDOT's three traffic operation centers to monitor and control the intersections. Perimeter Security Enhancement Pilot Program for New York Airports Conti’s contract with the Port Authority of NY and NJ (PANYNJ) is part of a multi-facility aviation security capital program. The project features a multi-layered perimeter intrusion detection system and integrates several layers of intrusion detection technologies. All perimeter security to be used at all PANYNJ aviation facilities will be based on this pilot program. Our project work also includes installation of a water barrier system, including fencing, a floating boom barrier, steel anchor piles for securing the floating boom barrier and an access gate in the middle of the channel. Steel fence piles within the tidal area and an embankment of fence line and timber piles on the south side of a future boat ramp location round out this part of the barrier. Click here for more information on this project. New Jersey Training School for Boys Project, Jamesburg, N.J. The State of New Jersey contracted with Conti to upgrade the security features of the Juvenile Facility known as the Jamesburg Training School for Boys. This project was a design-build project classified as an emergency response project by the Department of Corrections. The perimeter security fence consists of a 15-foot high chain-link fence curved inward at the top. The chain link mesh at the top becomes very small, impeding attempts to climb the fence. Beneath the fence, fabric was installed to 3 feet below ground to prevent tunneling. The entire closed perimeter was divided into 18 zones. Each zone is equipped with a wireless microwave motion detecting system, which communicates with the main gate security office, which serves as a command and control post. Should a juvenile try to climb or cut through it, a signal would immediately be sent to the control board and the location depicted on the screen. The Corrections Officers would immediately know the location of the security breach and could respond quickly and accurately. A two-gate sally port area constructed at the Main Entrance allows vehicles to enter the facility without compromising the integrity of the overall facility security.
